Receiver not in Annuaire

When Receiver is not in the French annuaire with a valid registerd receiving, then no PPF e-reporting flow 1 will be launched. Sending to Peppol will not be activated.

Error message will be returned : "CTC_IsNotActiveInFrenchDirectory".
